OFFSHORE WIND TURBINE MANUFACTURE: THE OFFER
- The location, scale and potential of the South Humber Bank
represents a singular opportunity to maximise the UK economic
impact of the emerging offshore wind turbine market. The total
AHP site is in single private ownership, extends to 819 ha (2,024
acres), has a river frontage of over 4km (2.5 miles) and is
centrally located for the major Round 3 wind farms.
- The Developer (Able UK Ltd) combines the will and the resource
with a strong track record in delivery. To date, some £50 million
has been invested in Able Humber Port.
- The proposed Marine Energy Park comprising some 327ha of
the total development has attracted significant interest from
a number of offshore wind related companies. In turn, the significant
opportunity it provides is recognised and supported by the highly
effective public sector partnership between Yorkshire Forward
(the regional development agency) and North Lincolnshire Council
(the planning authority).
- The site is can provide the ideal and bespoke solution for
a range of major players, along with the necessary supporting
activities coupled with the potential for a collaborative approach
by the occupants.
- The scale will enable the provision of space for both expansion
and the supply chain.
- There are no domestic neighbours and no restrictions on working
24 hours per day.
- To date, circa 111 ha of land has been developed and is available
for immediate occupancy. This land has full planning permission(s)
for a wide variety of port related activities.
- Plans and designs are now at an advanced stage with regard
to the construction of an extensive marine facility extending
up to circa 1,630m. This will be specifically tailored to suit
the requirements of the offshore wind turbine market and the
finalised design follows extensive consultations with a variety
of OEMs, developers, supply chain companies and vessel operators
linked to offshore wind turbine manufacturing and installation.
The essential preparatory work has involved liaison with the
local harbour authority and services and the commissioning of
extensive simulations, navigation studies, site investigations
and the appropriate bathymetric and hydrological works.
- The Quay will provide a minimum depth of 8.5m (designed to
15m) and given its location within the Humber Estuary there
are no navigational restrictions in respect of height and beam
and it also affords the crucial ability of vessels to pass each
other.
- The quayside development will require the appropriate approvals
and again, significant progress has been secured in this regard.
The schedule can be summarised as follows:-
- May 2010: Design finalised
- Q1 2011: IPC (Infrastructure Planning Commission) submission
- Q4 2011: IPC approval
- Q2 2012: Construction commences
- Q3 2013: First quay available
- Q2 2015: Construction completed
- Able Humber Port land is zoned for industrial and commercial
use within the North Lincolnshire Council ‘Local Plan’. The
land, with the exception of the initial 111 ha developed, is
all green field with the developed area (from greenfield) having
been prepared within the last 7 years adopting the most up-to-date
and appropriate methods.
